[relax-ng] RDDL, once more with feeling

Earlier this month, I asked this list if there were any interest in an RDDL
document for RELAX NG. I have put together a proposed RDDL document for the
purpose of discussion on the issue. [1] The source of the document is of
more interest than its appearance. You can read the RDDL spec [2] in about
10-15 minutes if you don't know what its all about yet. The spec is about 11
pages long, 6 of which list resources. It's a snap.
