Title: Requirements Process

Hello All:
To facilitate public feedback of the Requirements Version 1.0 document, I would like to explicitly add a line item that pertains to a public review period into the schedule. I had assumed that this would happen anyways since we use an open development and review process but it would not hurt to include it explicitly. I would like to have the review period from Sept 4 to Oct 1. As part of this process, I will publicize this using the official OASIS channels.
