I'm wondering if it would be appropriate to include language such as: "...By
'permissions' we mean a set of usage rules declared by the originator or
provider of an object or service, that is used by a compliant interpreter (such
as a virtual machine) to control a recipient’s access to and usage of the object
or service...."
