wrt section 4.4.2 (for issue 221): there are some problems with what to do with BOM, encoding etc and interop. The XML spec has done a lot wrt this. I'm wondering if we should make the properties file an XML file

Bullets in 4.4.2 "Property Value File Format" seem ambiguous - maybe should be normative?

AnishK:

Suggests using XML file (see not above)

May need to cope with different charatcer encodings

Using XML file will need a wrapper
