NEW ISSUE: There's no linkage between the JMS binding spec and thetest cases document

Title: There's no linkage between the JMS binding spec and the test 
cases document

Description:

A reader of the JMS binding spec will not be able to get hold of the 
test cases document as there is no reference to the test cases document 
in the spec.

Proposal:

a) In section "1.3 Non-Normative References" add a reference to the JMS 
Binding test cases document
b) Add a new section "1.5 Testcases" with text:
"SCA JMS Binding TestCases Version 1.1 [ref] defines test cases for this 
specification. The TestCases represent a series of tests that SCA 
runtimes are expected to pass in order to claim conformance to the 
requirements of this specification.
