Proposal modeled after assembly spec section 12

In section 5.2.2 (SCA Extended WS-BPEL Runtime) add the following bullets:
3. An implementation MUST raise an error for every situation where the
configuration of the SCA BPEL extensions defined in this specification
are in error. [SBPELXXXX]
The error is either raised at deployment time or at runtime, depending
on the nature of the error and the design of the SCA Extended WS-BPEL
Runtime.
4. An implementation SHOULD detect errors in SCA WS-BPEL Documents at
deployment time when those errors can be found through static
analysis.[SBPELYYYY]
