I don't follow.  The definitions.xml file doesn't allow URIs to point to
definitions outside file.  If that's what you're after then it's an
assembly issue.  More to the point though, I don't think you need URIs in
the definitions file to do what you want.

When we discussed the issue, you said you wanted to be able to add
intents/policySets which were defined in a database or some other location
that is not the definitions,xml file.  By using the word 'can' in my
proposal, we don't force intent definitions to come into the Domain through
a definitions file.  They can come in via any means.  The only requirements
I'm aware of are that the spec defined intents have to be "in the Domain"
and the runtime MUST support intents/policytSets being added via a
definitions XML.  We don't force ALL intents/policySets to be added to the
domain via a defintions.xml file.

The reason for raising issue 112 was to make it clear that a level of
indirection was possible in the
definitions.xml file  i.e. the could contain URIs as well as definitions
in XML.  Thus, I would suggest
that Dave's wording be changed as below:

An intent/policySet can be contributed to a SCA domain by making its
definitions available from
a definitions.xml file with a contribution in the domain.

Of course, the details are in the Assembly spec and we will need to look
and make sure the indirection
is allowed.
