Title: Relationship between ListOfRating and Credentials Elements

Description:

This issue was raised during the spec review at the TC meeting on
4/29/2009.

Carl Mattocks agreed schema elements is an issue and suggested that it may
help differentiate between CREDENTIAL and RATING.

James Zhang noted that: By looking at the rating schema, it appears that
the two elements "rating" and "credential" are related. However a chat with
Szu indicates that they are not related at all. It seems to be very
confused to put them into one schema if they are not related. A suggestion
is to explicitly mention them that they are not related somewhere in the
spec. Another suggestion is to separate them into two schemas

Carl Mattocks suggested that it would be useful to have individual examples
and collective example showing credential and rating.
