I'm missing your point. Doesn't pending, pending review and closed cover
these cases?  Pending review is intended to mean that the responsible
party (editor or a TC member) is in the process of doing the agreed upon
action. Review means the action has been completed and is waiting review
by the TC.  I'd like to keep the status values to a minimum, but if we
need another one, no problem.
