The use of the term action seems ambiguous.

You have

Pending Review: Agreed action taken by editor & waiting review by TC
Pending: Waiting for agreed action to be taken

which imply that the action referred to is the suggestion of the TC reviewer.

There is another action, the results of the TC discussion / vote which 
might result in a different resolution. If the TC vote is just a 
confirmation / rejection of the proposal, then the extra status is 
redundant. Somehow, I doubt that will always, or frequently be the case, 
especially for the early reviews.
