I have made changes according to agreements made in last meeting. Please
note the move back to fully using the OASIS ott template has meant
renumbering of all the sections (due to numbering of the first section, not
numbered previously).
There are other similar changes for the same reasons, such as inclusion of
table of contents, revision history (no entries as yet), conformance clause
(not relevant to this document but included for compliance with OASIS
requirements), etc.

The Target Categories section has most changes - please reread. Thanks.

Fig 3 is updated (thanks Jacques).

The Lists (Dimensions of Variablity) section has a change agreed in meeting
- please review.

There are no substantive changes, only changes to the wording and the
editorial layout, etc.
