Some quick comments:

- overall seems very close to complete, good job!

1-  do we really need to distinguish these two types:
(a) <xs:complexType name="header_type"> (used in TA set header)
(b) <xs:complexType name="testAssertion_type">
Since the only difference seems to be the prescriptionLevel missing in
header_type (and why?). 

2- Some profilers may need to add attributes, e.g. to target (e.g. an
@idscheme with an Xpath expression that will help produce a target ID
for test report)

3- Not sure we need:
<xs:element minOccurs="0" name="normativePropertyTag"
type="normativePropertyTag_type"/>
And:
<xs:attribute name="definesNormativeProperty" type="xs:boolean"
default="false"/>
To be discussed...

4- prescription level:
<xs:element minOccurs="0" name="prescriptionLevel"
type="prescriptionLevel_type"/>
It might be better advised to allow for some text/comment inside, i.e.
add an attribute @level=[enumeration] and free the element value:
<tag:prescription level="mandatory"> bla bla bla </tag:prescription>
