New CSD03 TA Model candidate: 
- still shows diffs from March15 proposal (addressing Kevin comemnts)
- removed Test Assertions Set section entirely, updated the rest of the
spec consequently (conformance clause, various references).
- updated section 3.3 (deriving from a Test assertion) so that it does not
have a normative style anymore - only a definition of "derive".
