I hope you had a good break. My point about franchises is that external stakeholders will
often need to participate in them (e.g. where they have salient expertise which
government might not have). Whilst this would be at government invite, I don’t
want to see hard barriers put in between government and the other stakeholders.
For example, some of the more far-reach proposals by the current UK Government
could place major parts of service delivery outside government. Without, those
bodies full participation in the relevant franchise marketplace(s), it
would be very difficult to make such models work. Sometimes, external technical expertise (e.g. a standards body
working within a particular sector) could also be relevant and effective

others’ comments. Mostly I’ve been in full agreement with them all, but
I’m not sure about this comment. While I’m all for promoting the
franchise model, I think this principle is about something wider than
franchises, and indeed wider than service delivery. It would include for
example, partnership schemes between government and industry to drive up home
PC adoption, or to improve ICT access and skills in schools. So I’d
prefer to stick with the original broader wording, but keeping your words on
jointly-owned objectives. So I am proposing: “Recognise that other market players
(in the private, voluntary and community sectors) will have a significant
influence on citizen attitudes and behaviour - so build partnerships which
