I agree. There needs to be a clearly specified minimum set of
canonicalization operations that all processors must perform. We may,
in addition, want to allow processors to support special lexical
equivalence rules for URI schemes beyond those mentioned in the spec.
We may also wish to disallow this in the interests of interoperability.
