Scott, 

The members of TopicMaps.Org are quite aware of the W3C Semantic Web
activity and are endeavouring to coordinate with various activities
as they arise, but have preferred to operate more independently than
would be allowed under a director and the process of the W3C. There
is an ongoing coordination role whose responsibility is taken by the
chair and one other member. Also, movement into the W3C of future
XTM work would exclude many or most of the current TopicMaps.Org
members, which is a nonstarter.

I am hoping we can move into OASIS, as it is an appropriate forum for
our work, affords us the process and IP considerations we need, is 
neutral as regards philosophical or political alignment (we create
the committee, we control its destiny), it gives us a nice place from
which to coordinate with the W3C, and finally costs very little for
someone to join (US$250). Many of our current members are already 
OASIS members.

It really remains only for us to begin the process of creating an
OASIS Technical Committee, as far as I know.
