Having done some exploring myself, I found the following in the W3C 
Semantic Web Coordination Group Charter 
(http://www.w3.org/2001/sw/CGcharter#rwgs):

3. Related Activities

The goal of this group is to coordinate the related groups relavant 
to the Semantic Web Activity. These groups include Working Groups 
directly associated with the Semantic Web Activity, other related W3C 
Working Groups, and various other organizations focusing on related 
policies and technologies. The following specific groups have been 
identified as the basis for this coordination.

Related Activities Outside of W3C

This Coordination Group will also maintain contacts with some 
external groups, such as:

- The Dublin Core Metadata Initiative 
- DAML DARPA Agent Markup Language Program 
- XTM XML Topic Maps

And, in the Semantic Web Coordination Group page 
(http://www.w3.org/2001/sw/CG/) it states:

Members

Members of this coordination group are the chairs of the activity 
working groups, invited experts associated with related groups plus 
Eric Miller, Semantic Web Activity Lead and chair of this 
coordination group: [...]

So, I would think the W3C could have XTM editors be "invited experts" 
as members of the Semantic Web Coordination Group, regardless which 
entity ended up "owning" (presumably the one and only) XTM.
