In this morning's LCSC call I managed to establish beyond doubt that I
have been totally confused about how we are intending to conduct
the NDR and LC review cycles.  I think I now understand the
following:

1. NDR and LC are *not* on the same review schedule this time
   around.

2. Both packages will be released for review at around the same
   time, but they have different target audiences, and the input
   will be handled separately.

3. NDR and LC will eventually have to be put in a single package,
   but that's not what's happening this time.  The LC review
   package will simply point out to NDR.

4. NDR and LC will eventually have to have the same format, but
   that's not happening this time, either.  LC presents some
   publishing problems that simply haven't been addressed yet in
   the print-oriented format used for most OASIS specifications
   (including NDR).

5. During the LC review period, while everyone else is concerned
   with the technical aspects of the LC release, I and a few other
   people (chairs + editors, I guess) will need to figure out a
   coherent solution to the publishing problems posed by LC and
   propose this solution to OASIS so that it becomes a properly
   approved format.

The upshot of this is that most of what I've been saying for the
last few days can safely be ignored.
