Along those lines, I would like to see 'translation' separated out from 
'localization', as the latter brings in the entire realm of 
customization for a language/region/culture, whereas 'translation' is 
the much simpler translation of international-aware terms.

In software there is 'internationalization', which is the work of making 
your software able-to-be-translated.  This includes the rewriting of 
words/phrases/sentences to make them translatable into other languages, 
as well as ensuring that the software handles translated strings in a 
way that is meaningful to the person using the product in that 
region/locale/culture (in our case would mean ensuring the document 
models still make sense in a translated environment).  This is analogous 
to how we are defining our 'localization' work.

Then in software there is 'localization', which is the process of taking 
the 'internationalized' (ready/able to be localized) text/software (in 
our case, names and document structure), and translating the words.  We 
are calling this 'translation'.  Regardless of what they are called, 
it's still a two-step process.  Generating the controlled vocabulary is 
an example of a work item that falls into the first step (not 
translation).  I think we should list these two steps as separate work 
items, as the first requires investigation and rationalization of the 
business processes used in other countries that we may not have 
considered fully yet, whereas translation can be done subsequently, and 
often by tools.
