[ubl-msc] Reworked UBL logo

I've put a new version of the proposed UBL logo at

A copy is also attached to this message; unzip it into a directory
and point your web browser at index.html.

As promised, this is the same concept, but done in a way that
should stand up better to reduction and copying.  Note that the
bitmaps are not actually identical but have been tweaked a little
to try to compensate for the effects of reduction (just like old
bitmapped fonts).
