Since I can't take part in today's meeting, here are my thoughts on Jon's paper. Most of the cases I can think of seem to be covered. In terms of the open questions: 1) should those outside OASIS be able to submit a request for an operation? I think so; however, such requests need to be validated by OASIS members in some way. Perhaps an OASIS member would need to be found who is prepared to act as "sponsor" of that operation throughout the rest of the operation process. 2) Does OASIS standardization of a collaborative effort require a formal vote of all the collaborating organizations? I think so; however there should be a procedure in place where an organization can waive their right to a formal vote, in effect, passing the operation on to the OASIS committee. 3)What is the vote required for the committee to approve a spec (as opposed to a working draft)? I have no strong feelings on this one, except that a higher proportion of members should approve the final spec than are required to approve interim working drafts of it. The names of propsed levels of specifications (draft or final) are fine by me. Lauren
