re recording votes

I'm giving up responding directly to mail from this list because
it always goes to both the list and the originator.  Neither the
tables list nor the Docbook list does this.  So the threaded
hyperarchive won't thread this message properly.

Debbie cited R, p 460:
"When a count has been ordered or the vote is by ballot, the number of
votes on each side should be entered; and when the voting is by roll call,
the names of those voting on each side and those answering "Present" should
be entered." 

A count relates to the procedure of having people vote by rising
from their seats, which we can't do online (at least not effectively...).
