Subject: Another radical membership filter
Here's another scheme for screening participants. OASIS meets about four times a year (lately it's been November in the eastern U.S., February in the western U.S., June in Paris, and August in Montreal). So let's say that all TCs are required to meet *on the same day* at each of these OASIS gatherings and that membership is conditioned somehow upon attendance all day at the required quarterly meeting of each TC. Consider the following bugs to be features: 1. No individual member could be a *voting* member (as opposed to a vocal observer) in more than one OASIS TC at a time. 2. Any TC that consistently failed to achieve a quorum of people committed to its work as their primary activity would go out of existence. This would allow us to use an NCITS-like automatic membership mechanism, and in addition it would have the important advantage of guaranteeing the presence of all interested participants in the same place at the same time four times a year. This would not only improve communication, it would make it possible actually to conduct business in general meetings. Something to think about. (And no fair criticizing these ideas of mine unless you propose an alternative that accomplishes the same goals.) Jon
