Nice try, but it ignores the fact that a resolution once put cannot be changed except by amendment. I think you meant something like this: A TC may adopt a standing rule authorizing its chair to draft resolutions, to propose such drafts to the members of the TC for discussion, to put such resolutions to the members of the TC for a vote by mail when a majority seem to be agreed, and to conduct votes on such resolutions by mail. Is that closer to something acceptable? Jon
