Here are the unofficial Debbie Lapeyre comments:

Content looks good to me, except for conflict resolution which
I still do not like, but to which I can offer no viable alternative.
Therefore, these are picky, wording and punctuation suggestions only.


0) Definitions.  I changed my mind on what I said in Paris.
We do need to define DAY  as a calendar day.  I hit that
in reading and turned back to the definitions to verify that
I had interpreted properly and that this was not a working day.
Let's be specific, it doesn't hurt.  Why imply when you can state
for very little effort.

Suggest the following definition or similar:
  Day      A calendar day, irrespective of work days or holidays



1) Section 3. TC Formation; last paragraph, first sentence
   Suggestion: amend sentence to add comma

   No later than 15 days following the submission, OASIS TC
   administration shall either provide these materials to the
   membership
   ,            [Need to add a comma here, or delete the
                 one after meeting.  I prefer the addition.]
   with a call for participation and an announcement of
   a first meeting, or *it shall* return the submission to its
   originators with an explanation of its failure to meet the
   requirements set forth in this section.


2) Section 5. TC Membership; first paragraph, first sentence

Change:
   A PEOTCP shall become a prospective member of an existing TC by
   *sending by mail* notice of intention to participate to the chair
   of the TC.
TO
   A PEOTCP shall become a prospective member of an existing TC by
   sending notice by mail of intention to participate to the chair
   of the TC.


3) Do the rest of the bylaws really put periods after all bullet items,
even clauses, rather than semicolons or commas?


4) Section 9. TC Visibility; 4th paragraph

A) In Paris we voted to say:
   OASIS shall create a publicly archived list for announcements
   *regarding TCs from OASIS TC administration*.  Any PEOTCP shall
   be able to subscribe to this list.

B) Wouldn't this be better:
   OASIS shall create a publicly archived list for announcements
   from OASIS TC administration regarding TCs.  Any PEOTCP shall
   be able to subscribe to this list.

C) I would also like to add
   OASIS shall create a publicly archived list for announcements
   from OASIS TC administration regarding TCs *as well as process
   and by-law changes pertaining to TCs*.  Any PEOTCP shall be able
   to subscribe to this list.

"B" could be interpreted as pertaining only to specific
TCs, such as "this TC was formed" not regarding all TCS or the
processes that may be used for TCs.
