One proposal for the resolution of issue 14 would be this: the intent for
the status values across specifications was that they be hierarchically
managed. This came from some positive feedback Fujitsu had on taking a
similar approach with a different WS specification. We tried to adopt this
throughout the specifications, but missed a few instances (see issue 31). If
we change the status values in Context that don't match this approach, then
we could remove the restriction/extension issue.
