F2F rough agenda

Sanjay and I will be sending out a detailed agenda after this weeks 
call, but we would like thoughts on the F2F agenda please.

The high level agenda will include:

* A focus on Delivery Assurance and Policy (issues 50, 52, 49, 21, 75, 
8, 6).
* Other outstanding issues (dependent on this weeks call and new issues 
raised)
* Interoperability
* Plan for next committee draft
* Plan for next Face-to-Face
* Plans for committee specification

Please note that *all the open issues *will be possible items for the 
agenda at this point. Based on what we deal with on this Thursday's call 
we will provide a detailed list of issues.

Some items on the list need more work if we are to be productive - 
especially the state transition table. Also please take the time *this* 
week if you have issues you have yet to raise so we have time to 
assimilate them.
