Ram, can you explain the rationale for this reference rather than the 
current Candidate Recommendation version for W3C WS-Policy, see: 
http://www.w3.org/TR/2007/CR-ws-policy-20070330/. Since we effectively 
only use the simple policy assertion and wsp:Optional, and this has been 
maintained in WS-Policy, wouldn't the new version apply? Or, if we 
choose, the progressed specifications? Thanks.
