VS.NET as it stands now does not support
<xsd:include> properly. If you try to add a Web Reference to a WS which
WSDL has <xsd:include> you'd get something like
[Error: A schema with the
namespace 'http://www.ibm.com/xmlns/stdwip/web-services/WS-ResourceProperties' has already been added.]
I
don't know why <xsd:import> is a bad hack really. Personally, I don't even
care, this is such a small technical issue to me.
First of all we want to achieve interoperability
with this specification, not create a technology that is so abstract that it
could only be meaningfully used a few years from now when everybody deploys
tools that can properly support it. I doubt that everybody will start
fixing their tools immediately after OASIS releases some
schema.

But that is beside the point. You have a rare
opportunity here to put forth the first specification for a new
technology. If done well, this will be in place for many years to
come. It will be much harder to change once people start using
it. So I would hope you will try to get it right the first time. I
would urge the committee to not consider bad hacks to appease existing
tools. If a solid schema is put forward with an OASIS stamp of approval, I
would predict the software vendors would fix their toolsets in a hurry to make
sure they can support it.
I also don't understand what #2 means
below.
