- Action 1 (WS-BaseN, WS-BrokerN editors): clarify text to state the
assumption that clock skew is small relative to subscription lifetime in
the subscribe message.

agreement on wording proposed by Steve and just an AI to editor?

- Using WSDL to describe production of notification (separate from
current "NotificationProducer" interface for creating subscriptions)
