WSN3.9: Separate endpoints for Producer, Consumer, etc.

The NotificationBroker interface currently amalgamates operations from the NotificationProducer, NotificationConsumer, etc, interfaces. As a consequence, a restriction is imposed on the broker implementations that in order to support any of these interfaces, an endpoint must support all of these interfaces. It is therefore not easily possible to implement a distributed broker where by the NotificationProducer and NotificationConsumer interfaces are each provided by separate endpoints with possibly separate transport bindings, etc.
