Further suggestion for WSDL

A further suggestion from my colleague who has been working with generating
stubs from the spec defined WSDLs.


Both the base and brokered WS-N wsdls define inline schemas. These schemas
should explicity specify elementFormDefault="qualified". This attribute is
set on all imported/included xsds used in WS-N and so it should be
specified on the inline schemas as well for consistency and better clarity
in the SOAP messages.
