I just had another look at the WSA core, and remembered the obvious.  In
the event that there is a need for an EPR which is not meant to receive
messages, the preferred URL is
"http://www.w3.org/@@@@/@@/addressing/none";, where the @s represent the
exact version date, TBD.  The full EPR would look something like:

   <wsa:Address>http://www.w3.org/@@@@/@@/addressing/none</wsa:Address>
   <wsa:ReferenceProperties>put cookie here</wsa:ReferenceProperties>
</wsnt:ConsumerReference>
