Issue: incorrect Property definitions in RMD

In the definition of the properties of a Property component on lines
658/659 of the wd-03 draft of RMD, the following properties are incorrectly
defined:
·     {modifiability} an xs:string enumeration of “constant”, “appendable”,
or “mutable”.
·     {mutability} an xs:string enumeration of “read-only” or “read-write”.
These definitions are inconsistent with the pseudo schema that follows on
lines 673/674 and the definitions of the attribute information items on
lines 720-755

The properties should be defined the other way around, i.e.:

·     {mutability} an xs:string enumeration of “constant”, “appendable”, or
“mutable”.
·     {modifiability} an xs:string enumeration of “read-only” or
“read-write”.
