Subject: Re: [wsrp-wsia] [I#129] double encoding of wsia:url
Considering it can be a full URL (query string included), how can the
Consumer determine when the URL ends so that it can properly encode it? I
think v0.8 has it right in that the Producer MUST do this double encoding.

Title: double encoding of wsia:url
Description:
"Also note that since this URL will appear as a parameter value, it will
have to be doubly encoded so that special URL characters do not invalidate
the processing of the enclosing URL.". Shouldn't the added encoding be the
Consumer's task?
