Subject: Issue: Remove 7.7 Token Reference Lookup Processing Order
An issue from the F2F: Section 7.7 defines a preferred order for processing the contents of a KeyInfo element, to 'resolve possible ambiguities'. I would propose deleting this entire section; each entry in a single KeyInfo must resolve to the same key, so mandating a processing order will provide no benefit.
