Issue: ValueType attribute

Slightly editorial edit.. Motivated by an issue-that-was-not
from the f2f.

I think the docs should state that specifying the ValueType
attribute is RECOMMENDED for BinarySecurityToken and
RECOMMENDED for Reference with non-local URI. We can easily
identify the type of a local Reference URI.

Consequently, the example in 7.2 should provide a
ValueType. Further, the URI in that example is not of the
form supported by dsig; I'd be tempted to suggest removing
the #X509token part to avoid confusion, or else using a
purely local URI (without a ValueType)..
