[xacml] Reconciliation: Conformance section vs. Appendix B

[I sent an updated draft of the Conformance Section, based on the
 current schema and functions list, to Tim.  This summarizes some
 changes still required to that draft]

I have gone through Appendix B and compared it to my draft of the
Conformance section, and realize there are some changes required
in both places.

1. I have put both Attribute Values and Attribute Identifiers
   into the "Attributes" section, but they should be listed
   separately (values in association with the identifiers to
   which they apply).

2. "ufs-path" is listed in Appendix B as a Datatype, but we have
   no functions that use that datatype.  I think it is actually
   an "Attribute Identifier".

3. Both Appendix B and my draft use "rfc822name" and "x500name",
   while the functions use "rfc822Name" and "x500Name".  I
   suggest we use "rfc822Name" and "x500Name", since all the
   other primitive data types we are using from xs and xf use
   this convention.

I am working on a revised Conformance draft (Tim, still based on
your attachment in Word format), but thought I should put this
out on the list in the meantime.
