New GitHub public repository for XLIFF TC chartered work (nominal spinup)

Per the TC's agreement to create a new GitHub public repositoty supporting XLIFF Version 2.2 chartered work, I have created the initial resources (three startup files) and most of the default configuration.  I'll complete the config work once I see that the Maintainers (David Filip, Tom Comerford) are actively monitoring the repository,

Please coordinate with the TC's tech leads (Maintainers, TC Officers) on details of workflow and conventions for use of the GitHub resources (issues, project boards, GitHub Wiki, pull request reviews, code repository proper...)
