For reference, this was debated 18 months ago in MQTT. The entire technical committee at the time were in unanimous agreement. MQTT 3.1.1 does not require alignment. It prevents the deployment of simple Websocket tunneling solutions, based on websockify, libwebsockets and others. Real world implementation of other protocols (eg MongoDB over websockets) bears this design decision out, by decoupling the underlying transport from the protocol transported.
