Question on SMP CS03 chapter 3.2.1

Dear BDXR group!

Chapter 3.2.1 states that the http header "Content-Type" must have a 
value of "text/xml".
Do you think a value of "text/xml;charset=UTF-8" (so using additional 
parameters as per RFC 2045, chapter 5.1) is conformant to the 
specification?
