As promised your question was addressed at our TC meeting today, and the TC has assessed that setting the charset parameter of the Content-Type header is fully compliant with the SMP specification and its intention with section 3.2.1.

    value of "text/xml".
    Do you think a value of "text/xml;charset=UTF-8" (so using additional 
    parameters as per RFC 2045, chapter 5.1) is conformant to the
