[bpel4people] BP-79 Lean Tasks Proposal

       Here's the proposal that is the result of the discussions at the F2F meeting.  The key difference between this proposal and the previous one is that of the four operations previously proposed, only CreateLeanTask is in this proposal.  Issue 111 (opened yesterday) will cover the re-introduction of Register/Unregiester/List methods.

       A motion to accept this proposal as the resolution for BP-79 is highly likely at the next TC meeting.
