I've applied some standardisation to the entry names in the issues list, so
that "Proposed solution" is only used for an entry that is ready to vote.
I've "downgraded" various entries that people submitted that were
"Proposal", "Proposed remedy", "Proposed resolution" to "Suggested solution"
or equivalent. This means there can be a distinct entry for "Proposed
solution", but leaving the submitters original visible - otherwise it could
get confusing (issue 7 was a particular case)

I understand Bill will be including the proposed solutions in his call for
votes, so there is a separate record of what the solution was at the time
(since the proposed solution entry in the issue list would get replaced if
there was a re-vote)
