That is NOT what your email cited says.  What you are saying now is VERY different from then.

Back then the agreement was we needed to show progress on new specification work - and we have done that.

Now you are saying we need two voting members from member organizations.  We have one currently.  So we need one of the observers to indicate they wish to be a voting member.  

We currently have 12 people on the TC who meet that criteria.

I would suggest we call a conference call of all members and observers to discuss this urgently - and if one of them is prepared to step forward - then we have a mandate to continue - or of course they can simply go in online and change their status in the roster.

Yes; there's a basic set of rules to be followed.

1. maintain minimum membership
as defined in the TC Process: "Minimum Membership" means five Voting Members of a TC (or, in the case of a TC about to be formed, five Eligible Persons), at least two of which represent OASIS Organizational Members.
- the CAM TC does not meet that requirement

2. hold a quorate meeting at least every six months and minute the meeting
- the CAM TC has not meet that requirement

David has posted numerous presentations but there has been no movement to approve this work as a Committee Draft or any discussion posted on the TC email list. David is doing a yeoman's job of propelling the work forward but there must be at least a core group of people meeting and contributing periodically to remain viable as a Technical Committee.

If there are meetings and discussions they must be conducted on the OASIS TC email list and all documents uploaded to the TC's document repository. Please remember that software development work - that is, any activities happening on sourceforge or similar - are not TC activities

By preparing the two derivates of the BCM and CAM standard through the OASIS BCM-EPR SC we needs examples and work:
1.  Service management layer: The e-Folder standard
2.  Environmental access control management layer: The e-Device standard with the eDevice UDDI

This is to notify you that, in accordance with OASIS policy, I will be closing the TC at the end of next week. There has been much good work done here, but the TC has been dormant for well over a year and while there may be more new work ahead, it seems that there isn't sufficient interest or manpower to propel that work forward.
