Gil indicated on our call today that there may be special semantics to consider. For example:

In the event that two ACT's reference the same requirement resource, that may actually mean that Assemblies created from those templates actually use the same instance of the component that the shared requirement is satisfied by.

Clarifying such semantics would be important if we intend to specify them.
