Agreement at Issue Scrum: delete section 6.13. You cannot POST to a plan. To create an instance post to Assemblies with a relative URI of the plan. You can parameterize that POST. There is only one way to create a running app from a plan.  

Add clarification on instantiating Assembly with reference to existing Plan Resource to 6.11, and modify summary text in last paragraph of 2.3.  Be careful to distinguish between use of terms Plan file and Plan resource.
