Another detail:
Have a look at the attached HTML file. It passed W3C Validation for HTML 4.01 strict.
As you can see, there is no escaping on the href or anywhere else. Since the entire file
is shift-jis encoded, nothing else is changed.

I'm unsure whether or not the Validator checks for proper URI references.  In the HTML 4.01 standard, it (the escaping algorithm) is discussed [1], but is specifically labelled as "informative".
