Updated CGM_Metafile test

Hi,

  I made a slight modification to the CGM_Metafile test. We agreed
  that a click on the background would not generate an event. The test
  was not checking for that. My changes now make sure that the APS
  must be the target for the event to be dispatched.

  I've kept a copy of the old test in case you disagree with my
  changes.

  Implementers should get a copy of the test and send their result to
  Lofton if different.
