There are two details to define:

1.) Is the rectangle defined by two points or by min/max pairs?  I agree 
with Dieter and Benoit that it should be like the Viewcontext (and 
Region):  two points.

2.) What units?  Viewcontext and Region are expressed in VDC.  However, all 
coordinates in WebCGM DOM transactions are NVDC [1].  IMO, the coordinates 
returned by this inquiry method should be DOM-consistent:  NVDC.  (Perhaps 
Dieter and Benoit meant this, but I couldn't tell from their messages.
